Newsflash: Options for a city lot that can’t be built on

I inherited a small (very small 2720sqft) lot in a small Texas town. The build restrictions for this town state a lot has to be at least 5000sqft in order to build anything on it. Curious as to what my options are short of donating it back to the city or trying to buy from/sell to the neighbor. It’s on a corner. Worth mentioning the neighboring lot is in the exact same position. Both are vacant. I have tried to reach out to the owner of that lot but haven’t had any luck.
