Newsflash: Seller who is also a flipper/realtor’s permit story isn’t matching up with my own due diligence work from city building safety department?? Please help

I’m doing the due diligence part on a house where the flipper/listing agent/who is also a realtor says he has permits for a legal garage conversion into a bedroom. The conversion is done so well I didn’t notice it during the first visit. My buyers agent just asked for permits on this and he was told he’d be getting it by the end of the day.To get a head start on this I just called the building department and asked them if they could give me permit info on this property address over the phone. They were kind enough to help. I asked them can they give me info on pretty much all permits through the past year, I specifically mentioned the garage to bedroom conversion. He made it clear he was able to give me latest permit info for the past 180 days. Then he tells me the only permits pulled was unpermitted bathroom drywall work around February 2016 and approved early March 2016. Now here’s the thing, due to public records, I know for a fact this flipper closed on this property at the end of December 2015 from an auction. So my thinking is now this, if the garage conversion is permitted like he claims, which was definitely done in the past 6 months, shouldn’t it definitely also show up in the phone call I just had with the building department? Since the permit bathroom drywall work showed up and was done around the same timeframe, the bedroom conversion has to also right??So what is going on here?There are possible delays in city building permit systems being updated. But again it’s weird the bathroom drywall permits would appear, but bedroom conversion wouldn’t.This seller is gonna give me fraudulent permits, which I think is unlikely but not impossible? Since he’s also a realtor. Any realtors here actually take part in a sale where a seller actually handed over fake permits??It looks like my only option is go down to the building safety department. Get all permit info on this property from them in person. Come home and try to match them all up with whatever permits seller is gonna give me. If they don’t match, I should bail right? This whole permit thing is extremely important because if it isn’t a permitted conversion, it’s gonna be a appraisal price killer, and there’s no point in moving forward. Please provide me some guidance. Thank you all!

Newsflash: Renovating a cheap home, how can I avoid over investing?

I purchased a house about 4 months ago in a questionable neighborhood in a small city in GA. When I purchased it, it appraised right at asking price (just under $30k).It needs some renovations, including a kitchen and bath reno, and air conditioning added. In addition I would like to invest in some luxuries for myself, including wiring for Ethernet and removing the wall between the living room and dining room, insulating and replacing the old windows with new double pane units.I think these investments can add enough value to turn a profit, but I am in a position where I would like to be able to refinance the house to recover the cost of the renovations (I plan to renovate on a line of credit, and then pay it off with a new mortgage). How can I know, before spending the renovation money, how much the house will be worth after renovations?I know this is done with 203k loans, so there must be a way to look into it with reasonable confidence.
