Newsflash: Is this normal MLS listing behavior?

I’m looking to buy a house in suburban Minneapolis in the next year or so and I’ve noticed some strange behavior with one listing. The house is a flip that is slightly over priced and on a below average lot for the neighborhood. As such the flippers are having difficulty selling it. They or their selling agent delists and relists the house (sometimes w/ a different listing number) to make it look like a new listing. This also triggers a bunch of new listing alerts / emails that people have set up. I feel this is sort of a pathetic gimmick. Do MLS services allow this type of thing? Here is a screen shot of the listing activity:’m not looking to report this listing or anything I just want to know if my take on this situation is accurate or if this is normal behavior.
