Newsflash: Home Haggling

I am looking to purchase a home which is listed at $289,900. I am willing to offer a maximum $250,000 because comparable homes in other similar cities have their houses listed from $210,000 to $260,000. The house is assessed at $246,620 (see link below).My question is: when I go to haggle should I start at $240,000 and work up to my maximum of $250,000, or should I state my maximum price.I am fine with the knowledge that they can choose to not accept my offer, and I am completely willing to walk away.http://oliver.northdakotaassessors.com/parcel.php?gid=4165
