Newsflash: Carpet, Laminate, Hardwood, Vinyl Plank in rental? (NC)

Let me preface, this is my father’s townhome which after 3 years will be hitting the market. It is in a working middle class part of town, and downstairs he has engineered wood in the living/dining room, and tile in the bathrooms. Upstairs right now is a pretty worn mid-grade carpet throughout, with vinyl in the bathroom. He wants to give it a facelift, and is torn between replacing it with carpet again (perhaps a better grade) or going vinyl plank or laminate. He can’t justify putting hardwood in (cost) as that upgrade for the area would not see the return.Any suggestions welcome.
