Newsflash: Making an offer on a property that’s up for rent.

Yesterday I made a offer to purchase a property that was listed for rent. The property manager/realtor the owner had managing the property said they had spoke in the past about selling but wasn’t sure if the owner wanted too. Around 9pm last night I got a text from her saying she would have the sellers disclosure signed and sent over today. Does this mean that they are interested in selling at the price I mentioned or is this just a step they must take before even thinking about taking an offer? I didn’t want to get my hopes up if this is normal protocol. (First time Homebuyer)
