Newsflash: Tenant asking for ceiling lamp

Tenant recently moved in 1890 house. While it’s refreshed cosmetically, the bedrooms and living rooms do not have ceiling lights. Which is the norm for these types of houses.Tenant has some electrical problems where outlets don’t work. Tenant asked for a ceiling light to be installed.Now; a few weeks ago we ran a new electrical breaker and run so that he can run additional electrical devices in the kitchen. Which we thought was a favor trying to make things right for power tripping in the kitchen.Now, what are my responsibilities for each bed room by law? any general advice? Obviously I want to lean on “‘no”, but want to make a rational decision here.New Jersey
