Newsflash: Our inspector says waterfront bulkhead needs replacing sellers inspector says it has 10-12 years left. What to do?

We are buying a waterfront home with a bulkhead and it appears that timbers are bent and there are holes in the ground where the bulkhead is leaking soil. Our inspector says a full replacement bulkhead needs to be installed but upon inspection of the sellers guy, he says it only needs to be repaired, not replaced. How do I know which inspection is correct? Is it common to have such widely differing opinions?
